Overview
The Medium Term Strategic Framework (MTSF) is Government’s strategic plan for the 2014-2019 electoral term. 

It reflects the commitments made in the election manifesto of the governing party, including the commitment to implement the National Development Plan. 

The MTSF sets out the actions Government will take and targets to be achieved. It also provides a framework for other plans of national, provincial and local government.

Government has identified 14 priority outcomes for its current term of office, namely July 2014 to March 2019. 

The Minister of Higher Education and Training is the lead Minister for Outcome 5: A skilled and capable workforce to support an inclusive growth path and is expected to collaborate closely with other relevant Ministers and partners in the delivery of Outcome 5.

The Technical Implementation Forum provides an opportunity for delivery partners:
• to report on progress against mutually agreed upon milestones and outputs
• to coordinate activities
• to resolve blockages and disputes
• to take on board new developments in their respective areas of work
• to agree upon the content of the quarterly progress reports to Cabinet.
