The RCME Directorate is managing the following research and evaluation projects:

​Labour Market Intelligence Project

This research seeks to build labour market intelligence to inform strategic planning and interventions, through the development of future research capacity in the areas of education and training, skills development and labour market analysis.​

​​​​​​Education Policy Consortium (EPC) Project

The Department is funding the EPC to undertake a large-scale, 5-year research project titled: Building a Progressive Network of Critical Research and Public Engagement: Towards a Democratic Post-School Sector.​

The EPC is undertaking the following research projects through the programme:​​

​​African Development Bank research projects

The African Development Bank (ADB) is providing financial assistance for two research projects to determine the feasibility of the Department in meeting the National Development Plan (NDP) enrolment targets for Higher Education Institutions (HEIs) and TVET Colleges.

Situational analysis of Skills Development Institutes in South Africa

The Skills Development Act (RSA, Act 97 of 1998) provides for the establishment of Skills Development Institutes and outlines key functions of such Institutes. The current legislation provides for the establishment of structures that can provide skills training, outside of education and training institutions that are established in terms of other legislation.

However, very little is known about the 'size and shape' of the skills development structures referred to above. This study is being undertaken to provide insights into this phenomenon.

A rapid appraisal of the provisioning of hairdressing programmes in Technical And Vocational Education and Training colleges in relation to the Labour Market

The Department has identified hairdressing as one occupational field where potential exists for growth in TVET college enrolment.​

​​​Design evaluation of the Policy on Community Colleges (PCC)

The DHET, in partnership with the Department of Planning, Monitoring and Evaluation (DPME) undertook a design evaluation of the draft Policy on Community Colleges (PCC).

The evaluation focused on the design of the draft PCC, its internal and external coherence as well as its readiness for implementation. The evaluation was undertaken by the South African Institute for Distance Education (SAIDE).

Implementation evaluation of the National Qualification Framework Act (No. 67 of 2008)

The DHET, in partnership with the Department of Planning, Monitoring and Evaluation (DPME), is undertaking this evaluation.

The purpose of this evaluation is to assess whether the NQF Act, including its associated policies and regulations, are being implemented as envisaged, to identify successes and challenges, and recommend how the NQF Act and its implementation can be improved.

Evaluation of the Technical and Vocational Education and Training (TVET) Colleges expansion and capacity development programme

This is a new evaluation that the DHET, in partnership with the Department of Planning, Monitoring and Evaluation (DPME), will undertake in 2016/17. This programme is one of the initiatives of the DHET to increase enrolment in TVET Colleges. The purpose is to evaluate whether the TVET College expansion and capacity development programme has achieved its objectives and to assess the effectiveness and efficiency of its implementation.​

​​Workplace-based Learning research conducted by local researchers should serve as a foundation upon which a draft policy on Workplace-Based Learning could be formulated said the Department of Higher Education and Training's Director-General (DG) Gwebinkundla Qonde.​



Did you know?

A new initiative for 2016/17 is an evaluation in partnership with the Department of Planning, Monitoring and Coordination to increase enrolment in the TVET Colleges.
